Need help with Heat Transfer in Solid

I tried to model a simple 3D heat transfer in solid problem of a steel heater embedded in aluminum block.
The solution never reach a conversion solution.
Investigate the model, looks like Added Heat Source 1 never get overriden in Thermal Insulation 1 but added Heat Flux 1 get overriden. in the Thermal Insulation 1.
Did I miss anything for this simulation?
Have any body run into this same problem?
