Domain and boundary layer mesh generation problem

Hello!?
I am modeling a heat transfer model of a shell and tube heat exchanger. I am trying to simulate only the shell side domain and keep the tube wall temperature constant. On the tube side, I use ribs in a concave shape, which creates an edge.
While meshing the geometry, I used a physics-controlled mesh and faced some difficulty. First of all a notification pops up that the domain has a thinner region than the minimum element size and the second problem is boundary layer stops meshing after two layers for a poor mesh element. I don't know how to resolve this problem!
