EM wave propagation in two phase fluid with different permittivity.

I am Using RF tool to propagate EM wave and cupling it with two phase fluid flow in porous medium, I am using different fluids like Brine and Oil with different permittivity values, but the EM wave propagation and skin depth is not changing with changing permittivity.
Please guide me. Thanks.

How are you assisigning dielctric properties of porus media fileld with brine and oil. You may need to create function to take weighted average of dielctric loss factor and loss factor for porus media fileld with brine and oil.
