Cell Reynolds number

The formula for Cell Reynolds number is given in COMSOL as: 0.25*spf.rho*sqrt(emetric_spatial(u-d(x,TIME),v-d(y,TIME))/emetric2_spatial)/spf.mu

Could you please explain the formula and in general how the cell Reynods number is calculated in COMSOL and what is the length scale in the formula?

In a 2D pattern of a porous media I made a cut line and got the velcoity and Reynolds number. The Reynolds number is very low for thier corresponding velocity. It should not be that low.
